Seize Vehicle option for police

When playing police near every person we stop uses the same excuse that its their friends car and they are "john smith" and not the owner of this vehicle. So instead of just giving them a ticket and impounding their vehicle maybe add a function where the police could in reality seize said persons vehicle untill next restart so that it wont appear in their garage untill the next restart.

They wont completely lose the vehicle only for that restart.

Perhaps this will also allow them to come down to the station to "retrieve" their vehicle with proof of ID... allowing an arrest to be made on the owner or further roleplay.

I dont think a 3rd option is best, more like I can create a carpark near each HQ, and have a gate on it that only cops can open, so police drive the vehicle into the yard and if the civs want it back they bring there ID, increases RP from both sides.

What if there were no cops at the station/yard to attend?
